These types of Affiliate Programs are most popular among gaming sites and other merchant sites where users return often to the site to make the desired action and the value of the customer is considered high enough so that the advertiser would prefer not pay the affiliate commissions for each transaction of the user, but instead pay a one time high enough fee for each new user that performs a desired action on the site.
A CPA program does not pay the affiliate for a returning client and does not pay a percentage of the sale, but rather a pre-determined amount for a new buyer.
